دهها مهاجر غیرقانونی در واژگون شدن کشتی در آبهای ترکیه جان باختن At least 39 dead as migrant boat sinks in the Aegean


At least 39 people were dead and many more were missing after a boat carrying illegal migrants sank off Turkey’s western Aegean coast on Thursday morning, a district governor said.
Tahsin Kurtbeyoglu, the governor of Menderes, a coastal district in Izmir province, told state television TRT he expected the death toll to rise.
Television footage showed small boats searching for survivors close to the shore.
Turkey’s location as a bridge from Asia to Europe, as well as its relative wealth compared to neighbouring states, has long made it both a destination and transit point for migrants from as far afield as sub-Saharan Africa and South Asia.
TRT reported that 45 people had been rescued alive and that the boat had sunk around dawn after travelling just 50 metres from the coast.

دهها نفر در اثر واژگون شدن یک کشتی ماهیگیری حامل پناهجویان در نزدیکی سواحل ترکیه، جان خود را از دست داده اند.

روز پنجشنبه، ۱۶ شهریور (۶ سپتامبر)، مقامات استان ازمیر ترکیه اعلام کردند که یک کشتی کوچک در نزدیکی سواحل ترکیه در دریای اژه واژگون شده و دست کم پنجاه و هشت تن از سرنشینان آن غرق شده اند.
مقصد این کشتی ماهیگیری مشخص نیست اما گفته می شود که اکثر سرنشینان آن شهروندان عراقی و سوری بوده اند که ظاهرا در نظر داشتند به طور قاچاق، به اروپا مهاجرت کنند.
جزایر یونان در دریای اژه از جمله مقصدهای مورد علاقه مهاجران غیرقانونی است که پس از ورود به ترکیه، از طریق خاک یونان، که عضو اتحادیه اروپاست، عازم سایر کشورهای اروپایی می شوند.
این افراد پس از ورود به ترکیه، با پرداخت مبالغی به قاچاقچیان انسان، از طریق دریا عازم جزایر یونان می شوند.
یونان از کشورهای عضو اتحادیه اروپاست و مهاجران امیدوارند بتوانند با دشواری کمتری از این کشور به سایر نقاط اروپا سفر کنند.
به گفته استاندار ازمیر، این کشتی ماهیگیری بیش از یکصد سرنشین داشت که بیش از نیمی از آنان جان خود را از دست داده اند.
ماموران گارد ساحلی و غواصان ترکیه اجساد چهل و سه نفر از آنان را از آب گرفته اند و اجساد پانزده تن، که اکثرا زن و کودک بودند هم در زیر عرشه کشتی یافت شده است.
استاندار ازمیر گفته است که چهل و شش تن از سرنشیان کشتی نجات یافته اند اما امید چندانی نمی رود که افراد دیگری زنده مانده باشند.
تعدادی از نجات یافتگان با شنا خود را به سواحل ترکیه رساندند.
از جمله نجات یافتگان این حادثه ناخدا و معاون او - از شهروندان ترکیه - هستند که پلیس آنان را به ظن تلاش برای قاچاق مهاجران بازداشت کرده است.
کشتی ماهیگیری در ساعت حدود پنج و نیم بامداد به وقت محلی در اثر برخورد با صخره های واقع در سواحل ترکیه، واژگون شد.

قایق پناهجویان هموطن غرق شد

یک قایق پناهجویان با ۱۵۰ سرنشین به شمول کودکان روز پنجشنبه که به سوی استرالیا در حرکت بود، در آبهای اندونیزیا غرق شد.

در همین حال گزارش ها می رسانند که ۲۲ تن از سرنشینان این قایق نجات داده شده اند که از این جمله ۶ فرد نجات یافته افغانستانی هستند.

مقام های ایمنی دریانوردی استرالیا اعلام کرده اند که عملیات نجات سرنشینان این قایق تا فردا ادامه خواهد داشت.

این در حالی است که آژانس امداد و نجات ملی اندونیزیا پس از اطلاع در باره این قایق به اداره دریانوردی استرالیا گفته است که یک قایق در نزدیکی قلمرو استرالیا در جزیره کریسمس در خطر قرار دارد.

آژانس امداد و نجات ملی اندونیزیا نیز یک گروه نجات را همراه با یک چرخبال برای کمک به محل رویداد فرستاده است.

در همین حال وزیر امور داخلۀ استرالیا، جسون کلر در بارۀ قایق غرق شده گفته است که وی برای آنعده از سرنشینان این قایق نگران است زیرا در میان آنها زنان و کودکان نیز وجود دارند.

از سوی دیگر گفته شده است که نجات یافته ها برای معالجه به اندونیزیا انتقال شده اند و وضعیت شان نیز قناعت بخش گزارش شده است.

Migrants reverting to Aegean route



A crackdown on the influx of undocumented immigrants entering Greece via the land border with Turkey has apparently resulted in people smugglers changing their routes as increasing numbers of migrants are being intercepted on the islands of the Aegean, authorities say.
This month police and coast guard officers detained 146 undocumented immigrants on the islands of Symi, Farmakonisi, Samos and Lesvos, compared to 68 on the islands of the Dodecanese in the first half of this year. On Tuesday, 40 migrants -- chiefly Afghans, Syrians and Palestinians -- were stopped on Symi and 39 -- mostly Afghans -- on Farmakonisi.
Meanwhile illegal arrivals have plummeted in the northern region of Evros, where the presence of border guards has been boosted, with just two migrants stopped on August 25 and 26 compared to 447 on August 2.
Public Order Minister Nikos Dendias told Parliament on Tuesday that talks aimed at revising the Dublin II regulation -- which stipulates that migrants apply for asylum in the first EU country they enter -- were not progressing in Greece’s favor. Athens has lobbied for the regulation to be revised, arguing that it puts a disproportionately large burden on Greece’s shoulders.
As the influx of migrants into the country continues unabated, the number of apparently racially motivated attacks has increased. A young Bangladeshi suffered extensive injuries on Tuesday after being set upon by a group of men in the southern coastal suburb of Flisvos. Witnesses said the assailants drew up on motorcycles before kicking, beating and stabbing the migrant.
A separate attack against a 30-year-old Egyptian in Manolada, in Ileia in the Peloponnese, was condemned by the Communist Party (KKE) yesterday as “raw racist violence.” Two Greek men were arrested for the assault on Saturday during which the migrant had his head jammed into the window of a car door before being dragged for around 1 kilomete

Anti-immigrant view being 'legitimised' in Greece

 Anti-immigrant and nationalistic discourse has existed in Greece since the 1990s, say experts, but has become more radical with the economic crisis.
For Golden Dawn, the neo-facist movement that scooped 6.9 percent of the vote in the June election, the simmering discontent has proved fertile ground.
“People can now stand up in the middle of a cafeteria and start declaring without a thread of shame that they voted for the Golden Dawn,” says Aristotle Kallis, a professor of Modern and Contemporary History at Lancaster University.
“The Golden Dawn does not create a new phenomenon in Greece. The Golden Dawn, through its radical action, through its very populist action, are legitimising a particular anti-immigrant rhetoric and anti-immigrant point of view in Greece,” said Kallis.
He noted that the party is also targeting the radical left in Greece, including journalists, students and politicians.
The Golden Dawn brands people who oppose their views as “anarcho-communists”, an old-fashioned term Kallis says was commonly used in the 1960s when the country was politically polarised.
Manolis Kypreos, a Greek journalist who worked for the Gastone media group, is familiar with the tactics of Golden Dawn supporters.
“Day-by-day attacks and threats are becoming more [frequent] from the members of the Golden Dawn. The police [are] just sleeping or the police officers are blind or very slow to react,” he told EUobserver in an email.
Kyreos says the Golden Dawn constantly threaten him either through twitter or notes left on his car. “You fucking leftist deaf journalist. Your end is coming. We are coming for you,” was one of the messages he found taped to his car in the morning of 19 August.
He is suffering from near-total hearing loss after anti-riot police tossed a stun grenade at him during a protest against EU-imposed austerity measures at Syntagma Square in June last year. He was taking photos and had identified himself as a journalist.
Kypreos says immigration has profoundly divided the nation with some, like the Golden Dawn, making claims that force is the only appropriate measure to restore the country to its former “glory”.
“Foreigners out!” and “The Garbage Should Leave the Country!” are among some of the party’s favourite slogans.
“The issue with the Golden Dawn in Greece, must be a concern for all of Europe. It is not only a Greek problem,” said Kyrpeos.
He claims members of the party had joined ranks with anti-riot units to help disperse the demonstration last year.
In June, around 30 members of the party broke into the Panteion University in Athens and beat leftist students who had organised an event against the party. Five people were reportedly injured.
Efstathia Lambropoulou, a lecturer in the university’s department of criminology, said the Golden Dawn have not attempted to enter the premises since.
“It happened only once,” Lambropoulou told this website from Athens. “I think it was and is over-estimated. The media and the students overemphasised the reactions or the activities of the Golden Dawn. It is much more rumour than really action.”
Meanwhile, an anonymous writer posted a 2,500 word letter on the Golden Dawn website making veiled threats to the editor of the foreign news desk of Kathimerini, Xenia Kounalaki.
Kounalaki had published a piece called “Banality of Evil” in April calling upon media outlets to blacklist the Golden Dawn from their coverage.
The letter, published five days after her article, also mentioned Kaonalaki’s 13-year old daughter. Kounalaki went to the police to file a complaint and was told to stop writing “negative” reports on the party. They could not protect her, she says.
The Pan-Hellenic Police, in some cases, have also been accused of brutality against their own citizens and failing to convict those responsible for hate crimes targeting immigrants and undocumented migrants.
A July report by Amnesty International claims human rights abuses by Greek law enforcement include torture and other ill treatment during arrest or detention. The incidents, says the NGO, are not isolated.
Of the 63 cases of violence recorded by the Racist Violence Recording Network – an UNHCR initiative - over a three month period at the end of 2011, 18 were perpetrated by police officers whom the network claims “seem to act as members of extremist groups”.
The network noted that the incidents recorded were only a fraction of actual cases.
Europol, the EU’s police agency based in The Hague, noted in a report in April that growing concerns over austerity programmes combined with disillusion with mainstream politics may lead to an increase in violent right-wing activities.
“The threat of violent right-wing extremism has reached new levels in Europe and should not be underestimated,” said the report.

End brutalization of migrants and refugees in Greece

Short after the election of the contemporary Greek government on the 20th of June 2012, politicians and journalists started launching a contemporary “Witch Hunt” against immigrants, refugees and non occidental foreigners in Greece in general. 

They had preannounced this so called "swiping operation", a term which in itself refers to undocumented migrants as human waste, as a means of putting the problem of irregular migration under control. The application of this policy implies an intensive policing of urban centres (mainly of Athens) with subsequent brutalization of thousands of Asian and African migrants during identifications, evacuations and arrests. 

Undocumented persons that are getting arrested are being piled up in provisory deportation centres for an indefinite amount of time, with the aim to be expelled to unknown destinations. This strategy constitutes a crucial demonstration of power in the interior, in order to anticipate for the loss of international prestige of the country surmounted by depths and to win votes from smaller parties of the extreme right in favour of the current governmental coalition. 

Its application managed to release in record time all kinds of reactionary forces supporting national cleansing within the daily public discourse. It moreover armed the hand of fascists to commit racist crime in broad daylight. This pogrom is currently carrying on and escalating further to the province, until "the total extinction of the problem of Bogus Migration", according to the prime minister's declaration. In the meantime, migrants and refugees survive in daily terror hiding and unable to fulfil the plainest daily functions in fear of brutalization.

پناهجویانی که در کشورهای اروپا پاسخ منفی گرفته اند دادگاه حقوق بشر اروپا را فراموش نکنند!

: تعداد زیادی از پناهجویان در تماس با کابل پرس خواسته اند که به آنان در رسیدگی به دوسیه هایشان کمک شود. باید گفت که کابل پرس یک نهاد حقوقی نیست و تنها کوشش می کند اخبار و گزارش های مربوط به پناهجویان افغانستانی را پوشش داده و در برخی موارد با توجه به کنوانسیون پناهندگان و پروتوکول ها الحاقی آن، راهنمایی هایی کلی به پناهجویان کند. بسیاری از پناهجویانی که با کابل پرس تماس می گیرند، پناهجویانی هستند که با پاسخ منفی از طرف اداره های مهاجرت کشورها روبرو شده اند و متاسفانه در یاس و ناامیدی بسر می برند.
کابل پرس از پناهجویان می خواهد پیش از ارایه درخواست برای پناهندگی، کنوانسیون مربوط به پناهندگان را مطالعه کرده و دوسیه خود را طبق این کنوانسیون عیار کنند. کشورهای پناهنده پذیر با نگاه به این کنوانسیون و اصول مندرج در آن دوسیه ها را بررسی می کنند. طبق اصول مندرج در کنواسیون پناهندگان، شخصی که به دلیل تعلق داشتن به گروه نژادی، مذهبی و یا گروه سیاسی خاص مورد تهدید قرار می گیرد و مرگ و انواع آسیب های فیزیکی و روانی او را تهدید می کند، می تواند درخواست پناهندگی کند.
بخش پناهندگان و پناهجویان سازمان ملل یا یو ان اچ سی آر هر ساله معمولا گزارشی از وضعیت کشورهای جنگ زده مانند افغانستان منتشر می کند که این گزارش به عنوان راهنمایی برای دفاتر این سازمان در جریان بررسی دوسیه ها می باشد.
در کنار این کشورهای پناهنده پذیر، نهادهای مطالعاتی دارند که با دقت وضعیت کشورهایی که از آنجا پناهندگان گریخته اند را بررسی می کند. مطالعه گزارش های این نهادها در تدوین دوسیه پناهندگی بسیار مفید است.
گرچه سیاست های کشورهای پناهنده پذیر هر روز سخت تر و سخت تر می شود و پناهجویان به سختی می توانند پناهندگی کسب کنند اما تدوین دوسیه خوب بر اساس کنوانسیون پناهندگان و داشتن اسناد از تهدیدهایی که شخص می شود بسیار اهمیت دارد.

همین اکنون بسیاری از پناهجویان در کشورهای اروپایی با پاسخ منفی اداره های مهاجرت روبرو شده اند. گرچه سیاست های پناهنده پذیری سخت تر شده اما سیاست های نژادپرستانه حکومت مافیایی کرزی و لابی های آنان در استخبارات کشورهای اروپایی در دروغ پراکنی از اوضاع امنیتی در این مورد بی تاثیر نمی باشد.
معمولا در کشورهای اروپایی چند مرحله برای بررسی دوسیه گذاشته شده است. ابتدا اداره های مهاجرت دوسیه را بررسی می کنند. اگر شخص در بررسی ابتدایی با پاسخ منفی مواجه شد، دوباره می تواند به تصمیم اداره مهاجرت در همان اداره شکایت کند. اگر پناهجو دوباره با پاسخ منفی مواجه شد، معمولا اداره ای دیگر مستقل از اداره مهاجرت دوسیه وجود دارد که می توان به آنجا شکایت کرد. بستگی به سیستم اداری هر کشور، اداره پس از اداره مهاجرت ممکن است یک نهاد حقوقی مانند دادگاه باشد و یا نهادی تشکیل شده از کارشناسان مهاجرت. به هر تقدیر اداره مهاجرت تنها مرجع نیست و می توان به اداره بالاتر شکایت کرد که یا دادگاه است و یا نهاد مستقل حقوقی تشکیل شده از کارشناسان امور مهاجرت.
پناهجویان در صورت دریافت پاسخ منفی از اداره مهاجرت، باید تمام مسیرهای حقوقی را در دادگاه یا نهاد حقوقی مستقل تشکیل شد از کارشناسان مهاجرت بپیمایند. یعنی همچنان به شکایت خود تا بالاترین مرجع رسیدگی کننده در سطح ملی (در همان کشور) ادامه دهند تا پاسخ مثبت دریافت کنند.
در صورت عدم دریافت پاسخ مثبت از نهادهای ملی کشور پناهنده پذیر آخرین راه، شکایت به دادگاه حقوق بشر اروپا است.
